There is no chapter headed Fences in the Granville code, and a homeowner scanning the chapter list would fairly conclude the village has no fence rule at all. It does. The entire thing sits as a single item inside the list of permitted uses for the R-1 district, at 285-12(A)(10), which is where it says that a building permit is required to construct a fence. The heights there are more generous than most towns near here allow: seven feet in a side or a rear yard, measured from ground level. The front is written as a band rather than a blanket, so no fence may reach 42 inches within 25 feet of the front lot line.
The corner rule is the one that changes a layout. In a residential district no fence, structure or planting higher than 3 1/2 feet above the established street grades may stand within 20 feet of a street intersection, so a tall privacy run cannot simply carry on around the corner. It has to step down before it gets there, and that is a decision to make on paper before anyone sets a post. What the code does not carry is any setback from a lot line at all. It does not say a fence must sit inside your line and it does not say it may sit on it, in either direction, which makes knowing exactly where your pins are the practical Granville rule.
