Ottawa's building department names a fence permit in its own list, and like Peru it covers repair and replacement rather than only new work. What is different is how we file it. Ottawa runs its permits through an online system, so the application is a login rather than a trip to city hall, and there is a building and zoning official whose office reviews it.
The department sits at 301 West Madison Street and takes questions on 815-433-0161. Ottawa is the largest town we serve and the one where the paperwork is furthest from a phone call, so we start it earlier here than we do anywhere else.
Two things in Ottawa's zoning chapter shape a fence before it is drawn. Height is measured above existing grade, in every district, at 118-2(h)(2), so a lot that sits above the street does not get a taller fence out of it. Corner lots have no number at all: 118-2(h)(3) asks only that a fence not interfere with the clear vision of pedestrians and motorists. That is the building official's judgement rather than a measurement, so on a corner lot in Ottawa we ask before anything is ordered. The chapter also bars razor wire in every district and restricts barbed wire and electrified fencing by district, at 118-2(h)(4).
