Toluca makes you prove where the property line runs before it will issue the permit.

Section 9-4-6 says no fence shall be constructed without first obtaining a building permit, and then it does something most towns leave to trust. Before that permit can be issued, the property owner constructing the fence has to give the Zoning Board proof of the location of the property lines the fence will border. Not a sketch of where you believe they are: proof. The same section holds a fence at least two feet back from any line, and the strip left between the fence and the line stays yours to maintain. Six feet is the residential ceiling, and a front yard fence is allowed only at three feet or less, in open or rail construction that does not restrict a driver's or a pedestrian's view.

Two more duties sit on the homeowner in Toluca's own wording. The code says the owner erecting the fence notifies JULIE before any digging for posts, which most towns leave to the contractor and to habit. And it gives the building commissioner approval over the materials at the time the permit is issued, from a list the code writes down: aluminum, wrought iron, wood, stone, stucco, masonry, chain link and vinyl. Pallet wood is specifically out. City hall is at 111 North Main Street and keeps split hours across the middle of the day, so a lunchtime stop finds the door shut.
