Section 150.40 of the city code covers fences on their own, and it starts earlier than most people expect. A permit has to be sought from the office of the building inspector before any fence is constructed, with no height below which you can skip it. The application takes a diagram showing the fence type, its height and where it will sit, and the inspector issues or refuses on whether that diagram complies, so the drawing is doing real work rather than filling a box. Two construction rules sit in the same section. Every fence has to be built with its posts on the interior, facing into your own property. A solid fence, which the code defines as eighty percent or more solid surface, goes up with the finished side turned toward the abutting property or the street.

One rule is worth reading twice if you are replacing rather than starting fresh. An older fence that does not meet the current section is allowed to stay as it is, but the moment a portion of it is destroyed or removed, that portion cannot be repaired or replaced unless the replacement complies. A fence that has stood for decades does not carry its exemption into its replacement. Corner lots answer to two separate provisions in two chapters of the code, and neither one displaces the other, so a fence near a LaSalle corner has to clear both rather than whichever is kinder.
