Henry treats a front yard fence as a visibility question, not only a height one.
Under section 17-31(g) of the city code a fence in a residential front yard may not exceed four feet, and it has to be at least seventy percent open in design, irrespective of what any subdivision covenants say. A solid four foot privacy panel across the front of a Henry lot does not meet that, no matter how well it is built. Side and rear yards are the ordinary six feet. On a corner side yard the fence has to sit at least ten feet back from the property line, which is a deeper standoff than most towns near here ask for and is easy to miss on a lot that only feels like it has one frontage.

The Building Commissioner can approve a minor variation of up to two feet, but only on written approval of the location and type of fence from every adjoining residential lot owner.
