The city's fence rules run off section 153.092(H), and the height subsection is short enough to read in one breath. Front yard and corner side, four feet. Side yard, six feet. There is no rear yard figure. Not a higher one and not a lower one: the subsection names three yards and ends, and no rear yard number appears anywhere else in the section or in the residential district rules. That is a gap in the ordinance rather than a gap in our reading, and it makes a back yard fence the one thing genuinely worth phoning the city Zoning Officer about before you order material.

What the same subsection is precise about is clearance. A fence may come no closer than twelve inches to a public sidewalk or curb, or twenty four inches to an alley. The permit itself comes from the city Zoning Officer under section 150.01, which makes it unlawful to erect, rebuild, structurally alter or relocate a structure without one, and the code's own definition of a structure gives fences as an example. The city's permits page says the same thing in plainer words, naming fences in the same line as garages, carports and storage sheds, and requiring the application before any work starts. There is also a second permit behind the first: Lacon fronts the Illinois River, and its floodplain rules define development to include the construction or erection of walls or fences by name, so a fence in the mapped floodplain needs a development permit as well.
