Two Putnam County villages of Magnolia's size, Hennepin and McNabb, have their zoning ordinances written and published through the North Central Illinois Council of Governments, the regional planning agency for this part of the state. Magnolia is not in that library. It has no code there and no municipal site of its own. If you search for the Village of Magnolia you land on a villageofmagnolia.com that belongs to a village of the same name in Stark County, Ohio, and it carries a zoning menu that looks entirely convincing. Nothing on it applies to your yard.
Putnam County does run a building permit process, out of the Zoning and Floodplain Office at 120 North Fourth Street in Hennepin. That is the county's process, though, and a lot inside Magnolia village limits is a different question from one out in the township. Both copies of the county ordinance we could find are published as page scans we could not search, so we cannot even read the clause that would settle it. We have not been able to confirm whether the village asks for anything of its own, leaves it to the county, or has nothing written down at all. Ask us and we will find out before anything gets dug.
